Legal-educational norms implemented during COVID-19: Right to higher education in Ecuador

The general objective of this study was to analyze the legal-educational standards implemented during COVID-19 as a right to higher education in Ecuador. A descriptive-documentary research is proposed. From the quantitative paradigm. In this sense, the sample was made up of 92 students from the 1UNDAE university, and a corpus of documents (laws, regulations, decrees). The data was collected through a questionnaire applied in Google Form, which inquired about the students' assessment regarding the measures applied to implement the virtual modality, it was structured into 15 questions to answer with a Likert scale. It is concluded that the reality of many students is not the best. As a consequence of inappropriate policies and the inadequate application of some of these provisions, generating a decrease in educational quality and, above all, the loss of inclusion and equal opportunities to access the educational right, during the health crisis.
